CONSEQUENCES OF THE ANNEX C’S TERMS OF THE ITAIPÚ TREATY, FOR PARAGUAY DURING THE PERIOD 1973-2020

The objective of the work is to identify the consequences of the Annex C’s terms of the Itaipú Treaty, for Paraguay during the period 1973-2020. It was based on a qualitative, non-experimental, cross-sectional and descriptive design approach. Two interviews were conducted in October 2020 via Zoom through a questionnaire of 6 (six) open questions to people with technical knowledge and studies related to the Treaty and operation of the Itaipú hydroelectric dam. The most relevant results were: the historical context in which the Itaipú Treaty and its Annexes were signed, led to unfavorable treatment for Paraguay, in the short, medium and long term; As well as Annex C that establishes the financial aspects of the hydroelectric plant, they have represented a barrier to the development of the country due to the fixed price that Brazil grants to Paraguay as compensation for the transfer of energy that it does not use. Therefore, the Itaipú Treaty and its Annex C, in 27 years of validity, meant the postponement of the use of the economic resources generated by the Hydroelectric, for the national development of Paraguay.
